A cleared lot is a starting point. Verify what you can build.

Research framework · October 23, 2026

Clearing can make a lot easier to inspect, but it does not establish buildability or a dollar-for-dollar increase in value. A useful land review separates what exists, what is approved and what a buyer still needs to verify.

Confirm the parcel and restrictions

Use a current survey, recorded title information and the relevant planning office. Identify setbacks, easements, access, lot coverage and any private restrictions. An appraiser’s parcel map is a research aid, not a replacement for a boundary survey.

Check zoning and actual approvals

Ask the planning authority about the intended use and current development standards. Obtain copies of any building-plan approvals and permits; check their conditions, expiration and whether a new owner can use them. An approved concept is different from an issued building permit.

Verify utility service in writing

“Utilities available” can mean service nearby, an installed connection or a paid and usable connection. Ask the utility provider about capacity, connection points, tap or impact charges, and any remaining work. Check both water and wastewater arrangements.

Investigate site constraints

Review flood information, drainage, elevation, soil conditions and the possible need for coastal or environmental approvals. Ask appropriate licensed professionals what studies are needed for the intended design. Do not treat a neighboring home as evidence that your parcel has the same requirements.

Build a realistic feasibility budget

Include site preparation, foundations, utility work, surveys, professional fees, permits and construction contingencies alongside the home itself. A cleared site with usable approvals may save time, but a market-value conclusion requires current comparable sales and a property-specific review.
